How do I fix the java error code 1723 on windows 7?

I'm trying to download java but that error message keeps popping up and I dont know why or how to fix it.

It says..

"Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor."

I did a search and find an answer for this issue w/ a hyperlink. But that link just leads me to webfile.com(whatever that is). It looks like a domain reg. site(see below & this was chosen as the best(only) answer given.

Update:

I just received the pop up that stated java had an updated version and I hit the download(on my Windows 7, 64bit mechine). Once it had downloaded I hit the install and before the slide bar got oh, a third of the way on the graph the error(above) popped up.

Well, I just went over to the java site and re-installed version 7 and everything seems to be working fine now. I'm to the point where it's tellin me that version 7 has already been installed, do I want to re-install it and I've clicked yes. So, now it's tellin me to shutdown the browser to continue, no errors to this point, weird.

Update 2:

Success! No errors this time successful installation of java.

    Error 1723 is an Install Shield error code. It indicates that the installation process has failed.

    Did you try the Windows Offline installer or did you use the Windows Online installation? If you did the Online installation and it didn't work try the Windows Offline installation by downloading the file from one of these web sites:

    Check to see if your version of Windows is 64-bit or 32-bit.

    To find out if your computer is running a 32-bit or 64-bit version of Windows in Windows 7 or Windows Vista, do the following:

    1.Open System by clicking the Start button , right-clicking Computer, and then clicking Properties.

    2.Under System, you can view the system type.

    If your computer is running Windows XP, do the following:

    1.Click Start.

    2.Right-click My Computer, and then click Properties.

    •If you don't see "x64 Edition" listed, then you're running the 32-bit version of Windows XP.

    •If "x64 Edition" is listed under System, you're running the 64-bit version of Windows XP

    If you have a 64-bit version of Windows you need to download the 64-bit Offline or Manual installation file from one of these web sites:

    Sometimes attempts to uninstall specific versions of Java through the Windows Add/Remove program, leave behind some Java entries in the registry that are not fully removed. These left behind registry entries can cause problems in installing a new version of Java.
