I wasn't going to respond to this one since this question was for some strange reason posted 3 times. But seeing some things I though I'd respond.
Wrestlers do not punch. They only punch on Pro wrestling when it is part of their script. But in real wrestling they wrestle and pin. No jumping off the top rope, legal headbutts, or elbow smashes. No 10 minutes of commentary.
Amateur wrestling is a sport. It has rules. You can win a match with a pin with your opponent on their back. Police must protect their weapons first and then protect themselves. This is why they pin the suspect face down.

They conducted the training for all officer for hand to hand combat, cuffing, restraint, etc. Plus a a guy that I used to work with in the school district that I used to work was over building security and hiring of police officers as security. Our school used police as they can make an arrest right then and security can't make arrest. He is a officer and his son is one of my students. Are you serious? Wrestlers pin people on their backs because their shoulders have to be on the mat for a count of one or three. Police want people on their stomachs so they can cuff them behind their backs.

Try and hit someone hard while you are pinned on your stomach, then try and handcuff some behind there back while you have them pinned on there back.

Wrestlers pin people on their backs because it let's them 'go for the face' and abdomen with punches.
Police pin people on their stomachs because it makes it easier to restrain and handcuff them, as handcuffs go behind one's back.

Can't bend their arms easily or kick that easily when down in a prone position. Once in control and cuffed not kept in that position "pinned" but on side so they can breath.
