what does it mean if a sword is "Functional" (seriously)?

Question

im buying wepons for the end of the world (seriously) and im looking at swords the 2 im looking at are the same thing just one is Functional does that simply mean tht if i hit something with the non functional sword its going to break more easly. do you thing a non Functional sword could take down some zombies and not break I mean zombies r pretty soft right?

a non-functional sword would probably fool a zombie easy enough. 

a non-functional sword is used for ceremonies or display. it is not sharpened, and made of stainless steel which does not hold an edge if you try to sharpen it.  a non-functional sword does not have to be registered as a weapon making it easier to import.
