As a resposible citizen you can take up the matter with authorities or infrom any social organisation to take up the matter with the authorities concerned. Its not exactly inaction but shortage of competent staff.for the ever growing business in Delhi. This problem may lie with the new establsihment who either lack knowledge or unaware of rules and such people need to be educated and guided to follow the rules.
