The Delhi Shops and Establishments Act, 1954?

Despite the fact that The Delhi Shops and Establishments Act, 1954 has clearly prescribed for the registration of every shop in Delhi and also other provisions regarding running of shops in Delhi like Wages to be given to the laborers in shops, Registration of Shops[Section 19- Time and conditions of payment of wages], Registration of Shop with Chief Inspector-[Section 5], Interval for Rest and meals [Section 10], Employment of young persons – Hours of work [Section 13] and various other provisions of like nature – In reality countless shopkeepers are violating these mandatory provisions of law on daily-basis, you walk into any shop and you will easily see small children working their for even from 8 in morning till even 10 in the night, this Act says that Certificate of Registration shall be shall be prominently displayed at the shop [in reality in how many shops do we get to see the display of this Registration Certificate]. So why are authorities [Chief Inspector] not taking any action against all these shopkeepers?

Update:

Today i had seen a shopkeeper mercilessly beating a small child and tried to stop him by warning the shopkeeper that i will call police but his attitude was so bad towards that child as if he was not a human but only a stray cattle- So that has prompted me to ask this question.

    As the property which was being given to the first wife by the husband was ancestral property. Hence, the second wife's children have file suit for partition of the ancestral property in court. Even though second marriage is not recognised under the Hindu Marriage Act, but still the children from the second marriage have equal claim over the ancestral property same as the children form first marriage because law of succession doe snot differentiates between legitimate and illegitimate child. A child is entitled for his due part in father's ancestral property.

    A man married two people and he has one property self acquired and two properties of ancestral. One property of ancestral was enjoying by his first wife with the consent of husband who got the property mutated in her name with the knowledge of the husband in the municipal records and then the wife gifted the said property to one of his son. Now the second wife's son wants to claim this house which was first mutated in the name of first wife and then gifted to her son. All the children are majors. There is a self acquired property of the husband which is being enjoyed by the second wife and his children as they staying in that house together. The husband is alive and completely bed ridden. Can the first wife's son has any right over this property. Whether first wife's son has any claim on the self acquired property if there is no WILL after the expiry of husband. Do the children have any right over the ancestral property unless a Will is left by the husband in their favour in respect of the self acquired property. Otherwise what is the course of action. The second wife's son written to the Municipal authorities claiming the property though this property was given to the first wife orally and accordingly the property was mutated in the year 2011 and the same property was gifted to her son. Whether the second marriage is recognized in view of the children of the second wife also attained majority and do they have any right over the ancestral property. The self acquired property is subject to the will of the husband as he can gift the property to any one or even leave a WILL to whomsoever he wishes. Under the circumstances what is the position of the first wife and her children.
