I've had the unfortunate situation where I've accumulated points on my UK license. How many years before they can be removed from my license?
Will 3 points issued for 1 offense, take the same number years for removal as 4 points issued for 1 offense?

Depends on the offence code as some stay on longer than others.

Yes - each can be removed after 4 years from the OFFENCE date and count for 3 years from that date for totting up purposes
Insurers ask for 5 years history though.
