Trying to see this girl...?

I knew this girl from last semester, we were in the same class, just friends. I recently saw her on campus but we could only talk for a few minutes, we both had to get to class. I've asked this girl if she wanted to get lunch on two separate occasions since then but she said she was busy both times (job related). I understand she has a job and a full schedule at school. On the other hand I think that if she really wanted to see me she would find time. Am I ignorant to think this way? The second time she said she was busy, I texted her back saying to call me if she ever wanted to hang out. Should I wait for her to initiate a meet up between the two of us. I know that men usually do this but I don't want to look needy asking her for a third time.

Also, would a girl see this as just friends getting together or something more. I haven't insinuated that I want a relationship with her, but I am hoping that it will lead up to that.

    Instead of asking her about a set time to go for dinner ask her when she is free and then she will know or work out when she is free, maybe she is finding it hard to find the time if she studies all week and works at weekend she'll only have one day off to rest, wait a week or so for a reply and if not ask her 'when are you free, a girl would probs see as a date because you are meeting up just you two its not like you are in a big group with her
