Opened, partially used wrapping paper?
I've accumulated about 57 rolls...okay, maybe a little exaggeration. But there's a lot of them and my local toy drive won't take them.
Don't want to throw away, recycling last option.

Try a local church; they often have toy and clothing drives for Christmas as well.
A local thrift store might also be happy to have them.

Donate them to your local non-profit or charity-backed thrift store. They'd love to have them!; plus, it's a tax deductible donation.
