This may sound stupid....but take your reel off the rod and lay it in a pan or small bucket of lukewarm water for about 5 minutes....then shake off water and remove all parts to let water drain then dry....the drag dial should be working again....most likely a collection of dirt and debris clogging it up so it does not turn...........

It could be seized up,try lubricating the underside of the knob, where it is attached to the reel, and manually turn the spool to free it up.there's probably some dirt or grit that's accumulated on the washers and keeping it from moving.Worst case scenario, take the screw out,and disassemble it,clean it all out thoroughly, then re-assemble it exactly reverse of the way you took it apart, the washers have to go back in the same configuration as original,or it won't function properly. If any of the washers are worn out,or damaged, you'll have to get new ones and replace them before it will work right again.
