Has Pakistan ever held a national referendum on..?

..a vote by The People, recorded polling, anything - agreeing that their country should be used as a host for foreign intelligence and military entities to train terrorists (Taliban, mujahideen, Al Qaeda) that would later be blamed on Pakistan for supposedly "harboring" as if the country did it all by itself and wasn't used as a host for larger geopolitical objectives of Washington, Tel Aviv, or London?

If so, I'd love any citations of such.

So it logically follows that we have no business resorting to extrajudicial assassinations that harm more Pakistani civilians then the intended terrorist or suspected terrorist targets. I'm never going to blame or call for the deaths of all the inhabitants of a single country because their government is making questionable deals without their consent or agreement. It's an unnecessary war of aggression, and there should be means to bring forth the accused to a fair trial instead of reckless killing of populated areas in the public. State-sponsored terrorism does a fine job of creating more individual and group terrorists instead of working as a means to eliminate them.

He stopped running, it would have gone to Gary Johnson instead.

    No, but governments do not hold foreign policy decisions up to the people, they are handled by the government. The people's response can be to remove that elected official if they so desire. However, the government of Pakistan, if they did tacitly approve of terrorist presence, is still partly responsible. It is within their power to remove such organizations. Bear in mind, that their decision (if it was an active one) to allow terrorists into their country is not based on referendum or popular vote or anything much the same way as the CIA is independent of the public. They are arms of the government and are more or less immune to public opinion.
