Why did they promote...?
On the booklet for the Special Edition trilogy package of the Dark Knight series, they had Ra's al Ghul, The Scarecrow, The Joker, Two-Face, Bane and... Catwoman??? Why did they not promote Talia al Ghul instead? She was the MAIN antagonist for the Dark Knight Rises for crying out loud!!! Catwoman was a PROtagonist!!!
That doesn't really prove much...
That is a pretty reasonable explanation.

Talia Al Ghul is a twist in the last of Batman series, it would be a huge spoiler for those who hasn't seen the last of the sequel (believe me there are many who bought the package just to see it).
if you put her along with other villain on the booklet.
I think that's the reason why.
