I love to do all kinds of things with tulle. For most types of it, it is about $1.99 a yard at your local craft store. I would go pick it out in person so you can find the right color and type. How much you get depends on what type of tutu you want to make, how many layers, etc. etc. etc. Once you decide on a design, the person at the store (Joann's or something) will be able to tell you how much you need.
There are many different types of stiffer and softer tulle, since it is not a material but a type of weave. You'll want to get the right type for your project. Nylon/lycra tulle is often used for girlie swimsuits. It is, in my opinion one of the most comfortable. The other softer type is cotton tulle, often used for summer clothes or some skirts. – These are more comfortable but do not stand out well. These are just a few, you can make tulle out of almost any material. The stiffer type, often used for tutus, is polyester or especially organza tulle. Although these are more scratchy.
I hope you have fun with your tutu!

I don't know about how much tulle costs but another cheap and cute way to make a play tutu is to use those nylon pot scrubbers. You just unroll them and then tie each piece onto an elastic hair band. They are really easy, cute and cheap.
