What sets apart a good writ of certiorari v.s. a not so good one?
Basically what makes the Supreme Court want to hear some cases over others?

It's not necessarily the writ that makes it attractive to the court. They tend to take cases that either 1) have significant disagreements between lower courts on the way to SCOTUS, 2) cover an aspect of law that the court wants to refine or revisit, or 3) breaks new legal ground that the court wants to explore.
The writ could be the best writing ever, but if it is just another traffic stop case with nothing new, it has no chance.
