My brother is into strategy games and I need some suggestions for Christmas. Some of his favorites include Settlers of Catan, Dominion, Risk, and Ticket to Ride. Anyone know of similar games he may like?

That would depend on the number of players he usually has and the amount of time he usually reserves for play. Here is an excellent list of games sorted by rating: http://www.boardgamegeek.com/browse/boardgame
If he likes Settlers of Catan and Ticket to Ride, you want to buy any of the variants of those titles he doesn't already have such as Starfarers of Catan or Ticket to Ride Marklin.

Try Axis and Allies. There are several variants of it. It is a recreation of WW2.
