Because civilized humans should NEVER raise a hand against another human, regardless of gender.

And because thw Law says no. Men are usually superior stronger than wome or they used to be, not quite sure about nowadays, and really have no reason to hit any women no matter what the reason or how tempted to do so. The Prisons and Jails are full of guys looking for so calle "macho" men who want or just have to show how strong and masculine they think they are, to help them in their quest to get into trouble.
