What test should I use in order to find out if two averages are statistically different from each other?

For a survey I did, I asked people to rate from 1 to 5 how much they spoke about a specific subject. I asked people from two different countries. The average from country A was 2.27 and the average from country B was 1.69

What test should I use in order to see if there is a statistical difference between the two averages?

    For t-test, both populations have to be normal, can assume independence, unknown population variances.

    Even that, if it involves large sample sizes, go for z-test.

    Else, population variances are known, and/or large n's, z-test.

    Need to provide at least both n's and both sample standard deviations.
