Dog pees every time you take him for a walk?
He is about 4 years old, and every time someone goes to put the leash on him at the house, he squats down and pees all over the place. We have tried waiting till we are outside to put on the leash, and same thing happens. We take him to the puppy park at the apartments, and he runs around and enjoys himself, and happily waits to be leashed when it is time to go home. We have tried ignoring it, praise when we put it on at the puppy park, and negative feedback when he does it. Nothing seems to be working. He was a rescue dog when we got him, but that was 3 years ago. If we can't break this, we have to get rid of him, as he pees everywhere when someone touches his collar inside the house. Not sure if it is related, but he also refuses to poop when he is on the leash.
Thank you, but it isn't incontinence, as he squats to pee. That would be like a human peeing in a tuba being incontinence. It is a learned behavior, and he is a VERY beta dog.
And no kidding he is excited, but that isn't an excuse, and I need to know how to stop it.

You need to practice putting on and taking off the collar constantly throughout the day. The same for the leash. over and over and over again. Show no reaction including not taking the dog out if he pees. 1 min later try again , no response if he pees. Do it again a few min later. at the first instance you get the leash or collar on with out pee instanty go out side with him and praise praise praise ...

Take him to the vet, many dogs pee when they get over-excited or nervous and your vet will have some information for you about the issue.
Remember, your adult dog can't help it when she becomes incontinent in these situations. The reaction is involuntary and it is not really related to learned behaviors such as house training. But there are things you can do:
Build the Dog's Confidence
Add activities that are designed to make her feel unshakable. In short sessions (about five minutes) three or four times a day, teach her to sit, lay down, stay, or do a trick. Reward her with a treat. Eventually, you'll be able to use behaviors such as sit, down and stay to help you manage your dog in new situations, but in the beginning, these are confidence-building games. If you have the time, one of the best activities to give confidence to a shy dog or dog that gets overly excited (and urinates) is agility. Plan some experiences out in the community so that your dog is exposed to many stimuli and is well-socialized.
Add: Bring him to the vet or give him to someone who cares. If it is a learned behavior it must have been learned from someone, probably it's owner. I have seen many, many dogs urinate when excited, and squat to do it. Maybe do some research somewhere other than Yahoo Answers? There is a ton of info out on the web, work a little.

As long as he doesn't pee more than about 20 times a day, there is nothing wrong with this. When a dog needs to pee, a dog NEEDS to pee. ALthough it is natural for a male dog to cock his leg, every dog is an individual.
Do you have a garden? If so, do you let him go outside in it to do his business? Dogs need access to areas where they can answer the call of nature just like people do.
