    You have one option.

upon completion of the course, can i apply for a restricted license.

If it's allowed, you will probably need an SR22 filing on your insurance policy. You will also probably be restricted to driving only to work and school by the most direct route.

Until the suspension is severed there is no way to get your license back!

Some time between now and when you apply for reinstatement, you must take the driving program. No doubt there will be a need to post a bond in addition to having insurance coverage before a license will be issued.

You do have the option of riding a bike to and from work or school, moving to with in walking distance of both. Finding a job that does not require you to drive to get there.

So there are plenty of options, but getting your drivers license is not one of them.
