my laptop makes a strange siren like alarm when i turn it on. then after turning off and then turning on.....?

again, i get a screen which asks me that i want system repair or want to start normally...if i click system repair ,, after some minutes and some strange things done by computer...i get a message that the system cant repair itself...but if i click to start normally..then it starts and i m able to use it.. but then again sometime it get the problem that at an open page it will by itself scroll down to the end of page and some time will resist quite stubbornly my try of scrolling up the page to bring it to where i want it to be .can anybody please tell me what is this problem i m having in my laptop . my laptop is a toshiba and its almost 2 years old..warranty was 1 year and it finished long before .. my laptop was working properly a couple of months back.and this problem in it started all of a sudden..i forgot to tell that as the problem started many of keys on my keyboard also stopped working and now i have to use on-screen keyboard...despite all these problems.. still i m using my laptop with compromise .. my question is is this repairable or do i need a new laptop? please note that i did try restoring to factory settings but the problem was not solved..is this some hardware problem? how do i know that the trouble i m having is a hardware or a software problem ? and what is the solution ? please somebody help me thanx
