is this a vtec head ? how do I determine if it is or not ?
99 civic ex 1.6L sohc d16y7 stamped on block. Head has 4 valves per cylinder but no vvt solenoids on the back corner of the head, nor is there any plugs for the solenoids on the harness. According to the local honda dealer this should be a vtec engine, going by the vin. no. I need to know how do I determine what is a vtec and what is not.

The d16y7 is not a VTEC motor. The EX model should have come with a d16y8 and has been swapped out if the block d16y7.
It is possible to make a minime swap or swap for a B-series motor. Let me know if you need some more clarification or if I can help you in any other way.

Use Google images to tell visually.
I'm not a Honda guy (fortunately). I can tell you though that for it to be variable valve timing and lift head it needs to have 2 sets lobes on the cams, some followers that can engage/disengage, and a something to drive that.
Just an FYI if you are going to try to "mod" it you are wasting your money. The only thing that beats cubic inches is cubic money.

If you don't see the solenoid then it's not a vtec head. Maybe it got swapped out.
