Why does my desktop shut down when i plug something into the same multioutlet that the desktop is plugged into?

I have a 400w hps light plugged to the wall and in the second socket i have a multioutlet with the pc and monitor, a speaker system, a clock, and a bare light socket with a 23w cfl plugged in.

When ever i unplug the light and plug it in a few hours later it shuts down this computer immediately.

I did have a hot gluegun short out a while ago in the same outlet which took out my laptop charger

but my ballast thankfully survived.

What's going on here?

Update:

It's the 23w that shuts it down, not the 400w but i don't know if the 400w being here is bad for the ballast.

    The HPS ballast is causing a spike/surge. You really should run it on its own circuit.
