Why is my idle high sometimes on my VW Golf 3, 2.0?
Occasionally, the idle stays up about 1800, if I shut the key off, and restart the car, it usually drops back down below 1K. It doesn't happen all the time
It is a 94 Golf 3, 2.0, stick

all are possibilities, though it might be kicked into a high idle by the cold weather, let it stay at the high idle for a few minutes and if it doesn't go down it's a problem

Many possibilities.
A vacuum leak like a cracked hose, sticking EGR, bad purge valve, weak PCV valve, etc., can do it.
But it could also be a dirty valve body. Remove the valve body before spraying it with cleaner, so that you don't get cleaner on the O2 sensor.

From personal experience you can have whats know as a stuck throttle where it just tends to stick a bit. Not exactly for your vehicle but same principle
