How to fix the heater fan?

I got a centralized heater (gas) and the thermostat turns on and off the heater but the fan stays on all the time for some reason. I have to manually shut off the fan unit in the garage.

Already changed thermostat batteries and even thermostat itself so I know it is not the problem with the thermostat. I am guess it might be some kind of control board inside the heater. Lets see if my guess is right.

Update:

The control on the thermostat is on "auto" fan.

Have someone who know what they are doing check the fan switches. It may be the low limit switch, about $25 and another $80 for labor. Is there a "summer" mode at the furnace controls? If so, set it for winter (or off summer). It may also be in the thermostat settings, read it's manual.
