Youtube Patnering help!?

I'm a normal walkthrough maker just started and i see that i have 14 subscribers and only somewhat 9- 10 views in my 3 vids! i'm able to upload a cutom thumbnail for each of my vid! i don't know i'm patnered or not! I already had linked my adsense account? when i go to settings in YT and there in the features tab i'm seeing Patner| verified like this thing written! what is it? i'm I patnered? and yester day i opened a new channel and i try to link my old adsense account. Before Completing isten what happend. i had a e-mail downloads.......gmail.com and a channel with it! got 2 copyright strike and banned from YT. But i had a adsense account with downloads......@gmail.com and linked the adsense account with both of my channel the walkthrough channel also! now the new channel that i opened yesterday i try to link my previously opned adsense account but they constantly take my to a page telling unable your google product banned...................... blah bhah. So is there any way i can associate my previously adsense account? cause i have $21 there! i know very less but can't help! can anyone help with adsense account and also the veiws problem so less views why?
