Useable installed memory HUGE difference!?
I just upgraded to 2x8=16gb of memory. I heard that Windows 7 (especially 32 bit) takes quite a bit of the memory for hardware processes and leaves you with an amount called "useable installed memory".... but mine is ridiculous!!! 16gb installed, but only 3.21 gb useable!?!?!! That can't be right. Any suggestions?

32 bit windows has a memory limitation of 4GB. out of which about 3.2 are usable. you need to install 64 bit windows 7 and then you would be able to utilize all 16GB of RAM.

Windows 7 32-bit doesn't use more memory than 64-bit. The problem is that it can't UTILIZE more than about 3.3 gb of RAM.
You need to upgrade to Win7 64-bit to benefit from 4gb or more RAM.

Windows will make best use of available memory by loading as much of the OS into RAM and just leaving a little free for applications.
As you open more applications it will move less important parts of the OS into the swap file.
Edit
Just realised that you have 32bit Windows. You must have 64 bit to use more than 3GB of RAM.

each version of windows has a MAX ammount of SUPPORTED memory
looks like yours is 4GB, the other 12 were a complete waste of money
changing your cpu might make the rest useable
