On my laptop's shut-down menu one of the options is 'install updates and shut down'. Unfortunately?

I have a rogue "update" that won't load but will keep on and on presenting itself. Can I get rid of it so it won't come back?

You don't say which version of Windows you are using, but generally if you go to Windows Update you can view available updates. Find the one that won't install and select it I think by right clicking it. You should then see an option to hide it. After it is hidden it won't try to install it again.
