Could this be considered a compliment?

So, my friends and I had a long debate over this and never came up with a definitive answer. A guy I know used this line on a friend of mine recently. She seemed really confused about how to respond, so I'm wondering what you guys think. There's a definite insult in there, but could it also be taken as a slight compliment?

"For a fat chick, you're pretty good lookin'."

    That's offensive. Not a compliment. It's like saying 'For a retard, I think you're pretty smart' or 'For your ugly face, that makeup looks pretty good on you.'

    I know if someone said that to me I'd sock them in the face.

    I think it's an insult disguised as a compliment, so when your friend objects to being insulted, the boy can say, oh, it was a compliment, can't you take a compliment?

    I would reply, "Thanks, and you're pretty handsome for an a**h***."

    It's like a condescending compliment. Like when a girl says "you're pretty sweet for a guy" or a guy says "you're pretty funny...for girl"
