Can a dual citizen enlist/commission into the Marines from a US Embassy?

And if so, would their home of record be the country they joined from?

Update:

I'm having a hard time trying to figure this out. I have a yes, a no and a maybe. I understand that MSG is a guard unit, but what happens when a Marine wants to re-enlist? Do they ship him stateside?

Can a retention SNCO enlist/commision anyone or just re-enlist active duty personnel? How does an American citizen enlist or commision from overseas?

BTW, I'm not asking for myself, I've already served.

    no, but there are recruiters located in Japan, Germany and England

    There are no USMC recruiters at US Embassies; that is not the Marine Guards job!

    Iyou have to have an address/residency within the usa to enlist.
