    If the suspect is armed ............... yes. But it is considered very bad form to run down a defenseless human being simply for running from the law.

    They have shown police blocking an alleyway with a car and the suspect running through and bouncing of the car bonnet onto the floor.

    It depends, it would be a use of force, same as hitting someone with the asp. Doing so requires some justification otherwise it would be an assault.
