Is it still illegal to run a commercial vehicle without an owners name on it?

I have noticed lately that there are quite a few vans and large vehicles on the road without public identification. I remember as a child being told that this illegal, just wondered if it is still so.

    All commercial vehicles have, or should have an 'O' licence disc in the window unless they're on short term rental.

    Many of the trucks you see in company liveries are not owned by those companies but operated by other transport companies for them. All the major supermarkets run such systems.
