That would depend entirely on the specifics of your question. Are you simply asking us to list the country that produces the next highest number of films behind the United States or are you looking for anything in particular?

As far as movies produced, I would say either Japan or India has the next highest number of films produced behind the US, I base this entirely on my own speculation.

But as far as the best films I've seen, a lot of them are French. Georges Milles made one of the first films ever, a classic called A Trip to the Moon, with the rocket ship that crashes into the eye of the Man on the Moon. Amelie From Montmarte is another great, more recent, French film that I've seen.

Another good foreign film I've seen recently is called Krysar(slavic word for Pied Piper). It was made in Czechoslovakia in 1986 using a combination of wood puppets, live rats and several other cinematic nuances that make it a rather surreal experience, with a rather dark ending I should also mention. It was made using a fictional language, so while there is obvious dialogue in the film, no subtitles are necessary as what the people are saying is mutually unintelligable and comprehensable to anyone in the world.
