If I created a new technology, such as faster than light travel, do I need to have a licence to do and use it?

How about licences or persmission to build it, even if I build it on my own?

Will it have to go under review, with other specialist.

Even with "specialist, scientist, engineers" How important will these people be, If I am the first person to develop the technology?

    When's the last time you built a car by hand? You will need the finances and resources to develop and produce your technology, the patents and lawyers to protect your idea from being copied. Having an idea means nothing, it would take a dedicated team to bring such technology into production.
