How do I make a melody from a pair of chords and progression?
Just as an example; D minor 7 - G minor - C maj - A minor
from that how should I make a melody or how should I write a lyric for that song?

Start by playing them in different patterns, blocked chords and broken. Tap out a rhythm or play a supporting phrase above it. Try using intervals that comply with the notes in the chord. I usually play the chords and it just kind of... comes to me. If music doesn't do that for you, I'm sure you'll still have an easy time of finding that melody. They come really easily to me but I can't really do chord progressions or beats, so you are not alone in having trouble composing. Use the tips I gave you and you're sure to find something!
