My car failed smog, can you still get a CA DMV TOP extension?

My car failed the EVAP test (passed emissions with flying colors, so I'm kinda annoyed >_<). My registration is due on Feb 2nd. I didn't do this sooner because I thought it was going to pass; it always has and I've not been having trouble with the car. No codes, runs like normal.

Anyway, my car is 23 years old. I have to go back to the center to get a diagnostic done (about $80) just to see where the leak is. If it's something simple (read cheap) I'll fix it. But if it's going to cost any more than $150 over the diag fee, I'm going to retire it with the cap program. Because it won't be worth the money to fix (mine or the state's). Thing is though, it takes about a month to go through.

Now, this is my only vehicle, and I don't have the money to buy another. And I need to be able to move the vehicle to the dismanteler if/when the CAP goes through. So, my question is, does the CA DMV still do TOP extensions? I know they used to for like 60 days, and that should get the job done. I don't know if they still do them, or if it's a thing of the past. The only information I could dig up on it was from 2009 and I don't know if laws have changed since then. I'd call the DMV, but it's after hours right now and I'm feeling anxious about this.

So...help?

I realize I'd have to pay the registration and it'd be a waste if I end up scrapping it. I probably could get a 1 day moving permit. However, as I explained this is my only vehicle and I need it to get back and forth to work. The bus system is a joke in my area, and it's too cold to bike 10 miles every day. Those of us who are not well to do, sometimes have to make decisions that cost us more in the long term, because we don't have the means to fix the problem in the short term. That's life.

Update 2:

Billmeis, I did actually drive around for a while, and I made sure to change my plugs and get an oil change before I took it in. I passed emissions fine. The problem is that I have a leak in the EVAC system. You can't really fake that.

    yes.if your vehicle fails smog for any reason,you pay the registration,they give you a red tag good for 30 days to get it fixed.

    Do the extension on the day your registration expires to use the maximum period of extension as they charge $50. for the extension now.I know it's ridiculous.On the thought that you should retire your car, I think you should just have it fixed even if will cost you more than $150.rather than retiring it.DMV has a subsidy program that will cover some of your expenses.The smog centers usually gives that info.You have to apply for it though.Sometimes the best time to have your car smogged is after you have been driving it all day or several hours to clear out the carbon build up.If you went to the smog center right from right from home then that could be likely the reason it failed.Look on a long term perspective.Is it cheaper to spend $500.to fix or buy a new one with a monthly payment of $500.for 60 months? Good luck.

    My son's car failed because of evap on his 2000 Altima. That was 3 months ago and it's still not repaired. The registration was paid before it was due so all it needs is the smog + repair. Is there a grace period on this. How soon does it need to be smogged after reg. is paid for. Also can he use the $100 program this late in the game?

    They will do them so you can get your smog but they will require you to pay your registration renewal to get it. so if you do end up scrapping it that would be a waste. Unless the cap program refunds current registration?

    Plugged EGR port, or faulty knock sensor. ADDED: Actually, that would cause higher NOX (nitrous oxide) readings. high hydrocarbons is poor combustion. Low fuel pump pressure? Dirty air filter? Poor gas quality? low compression?
