how to turn off internet exsplorer safegaurd?

I have vista basic and windows internet explorer keeps stopping me from loading some web pages i have tried all ways to turn this off but cannot seem to do so, has any one got the info on how to do this pleas

I have used these websites before and are safe ones, that is before anyone says i should not go onto them

    If a browser is stopping you from loading some web pages, you should not try to access those web pages...

    Why do you think it's called "SAFEGUARD"???????????
