In the Hunger Games, why wouldn't everyone be trained as kids to fight?

It seems to me if this is the way things where, I'd make sure my children knew how to fight and survive, since there's always a good chance you'd get selected for the Hunger games. In the movie, it seemed like one district did just that because they said that that particular district ALWAYS wins. (any references in the book to that?) BTW, I cried when that little tree climber girl died!

    Its explained in the book, Training the children to fight is illegal, and most districts lack the funds to properly train them anyways. You'll find in the book that districts one and two (the most prosperous districts) do send their children to a "finishing school" of sorts that is really just training them for the hunger games. The Capitol tends to overlook this because they would rather a kid from districts one or two win, as anyone rom the poorer districts winning makes the people have hope, which President Snow is completely against.

    In the the richer districts, kids would train, and then volunteer to take the place of another kid to increase the chances of their district to win. This is supposed to be illegal, but since it is the richer districts, the Peace Keepers tend to overlook it. I cried when Rue died too!!
