So, In Hunger Games, that lady w/ the powder wig and Lenny Cravits lived in district 12, just in rich houses?

Also, if the Districts Won the war, how did they still end up with the short end of the stick? I mean I know why the games are played, but why them? And even if I was poor, if I won a war, I'd expect to at least as rich as the looser in the end and definitely in power. Does the book explain?

    The districts did not win the war. What is now the capital did.

    The Hunger Games were - are - a punishment for the districts' participation in the rebellion or civil war. However the capital claims the games "brought peace" - which is just propaganda. However, it's been a long time since the war ended, so no one living in the districts knows the truth. They are intentionally being kept ignorant and uneducated by the capital.

    Normally, one of the contestants from the capital wins the games, because they've received better training and food all their life. This also helps keep the districts demoralized since year after year, they have to watch their kids being mercilessly butchered by those from the Capital.

    EVERYTHING the ruling class of the Capital does is to assert their dominance over everyone else. Servants, peoples of the districts, everyone. The capital itself is a continual reminder to tell the people, they are nothing but worthless peasants.

    Powder wig lady and Lenny Cravitz live in the capitol, however powder wig lady is originally from district 12. Lenny Cravitz was just the "stylist" assigned to the 2 kids from district 12. And the capitol won the war, that's why they're running the show (literally, because the Games are televised).

    On a side note, Woody Harrelson's character does live in a rich house within district 12. That is the reward for winning the games, a nice house within your district and a years' worth of food for your entire district. Woody Harrelson won the Games about 20 years prior to this movie.

    Effie (powedered hair lady) and Cinna (Lenny) are from he capitol. They are in charge of taking care of the tributes from district 12. Effie goes to the district on reaping day and escorts both tributes back to the Capitol. Cinnamon makes the look good for the capitol.

    The districts did not win the war. The Capitol won. And to make sure the districts don't plan an uprising, they have to sent two children from each district to fight to the death for the capitols amusement. Its really a way for the capitol to say " we rule you and you have to do what your told or we'll kill you all."
