Flat full of damp and mould-any help?

Me, my husband and our 19 month old son live in a ground floor flat which has a bad damp problem. It's in every room and today i've found mould on our son's mattress. months ago i reported this problem to the council who said they would send someone and never did. I've bought a dehumidifier, tried cleaning the mould off and then painting over stubborn bits but it's such a cold flat. We have no central heating or even a gas fire-the council say we don't need it unless we're elderly or disabled, so we run up a huge electricity bill every week with free standing heaters. I've ordered a new mattress for our Son but what can I do to stop that one getting mouldy too? I'm at my wits end as I have depression so any advice would be helpful.

    I realize all the information I have is for the wrong continent but most of these principles will still apply. Have a look at the link bellow and send it to the council if you think it will help.

    Try some radiant heaters as they will heat surfaces. with these you can keep yourself warmer and heat problem areas without disturbing any spores that may still be kicking around.

    My sister has the same problem ....however the council has to by law sort the problem as it is health and safety and you are a council tenent .

    My sister had to ring the council about 5 times and they did send someone out to look at the damp and told my sister they clean the damp off then paint over it with special paint sealant (you can buy this in b&q)which seals in any future mould but only problem is its white paint so will show up on your original paint but you can paint over it ,the council should do all this especially for the sake you have a young child and damp is not healthy to breath in !

    if i was you i would get onto the salvation army or look on the internet for charities because there is a lot of help and i think in this day and age heating should be in every house ! and i agree the stand heaters are very costly ..you can get stand heaters that are low costing only cost around 25p per hour ..

    also i know this sounds like victorian times but candles really give you a lot of heat ! get loads of large candles in a large bowl and light them they really give a lot of heat .

    sorry it is really bad but try looking at various sites to help you even contact your local MP i know a lot of people say this but they can actually help ,plus all councils are doing a new scheme where they are trying to improve homes as they been given a budget to do so i.e heating etc ,really pester them they hate it and give in they will send a someone round trust me been there done all this many years ago .

    Try opening the windows and let all the damp stale air out

    A home needs to be aired properly to stop damp and mould growing

    Yes I know its winter ,but even 1/2 hour a day will work wonders

    Clean mould with diluted bleach and that will kill it
