What is this constant annoying thing?

There is an itch at the skin area just above my penis, after shaving and having sex with a girl with a condom of course a few hours later i noticed red dots and everything i rub the area because it itches the itching gets worse. It does itch and its also starting to itch my balls as well.

I hope this is pubic lice and not anything too serious...

Help on what it is + how to treat it exactly self.
