Who should I talk to about hiring me to make a PSA about curbing the spread of roaches (the insects)?
I am a director/writer/cameraman. I really want to help the planet with our roach infestation, and think that spreading knowledge about how their babies travel could indeed stem the sea of them the world seems to be swimming in. However I do not want to do this without getting paid to do so. Who or what should I talk to about this idea, in order to get it to become a reality and a paid job?

Usually the people in charge of whatever organization would hire someone if they wanted one done. You would have to film it first and show it to them to see if they would buy it.
