Is a person less of a human being if they commit murder?

For the purpose of the question, lets say a man was convicted of 1st degree murder. He is absolutely guilty beyond a reasonable doubt, and has pleaded guilty.

Is he less of a human?

If you answered yes, I would like to pose a follow-up question.

Do you think a fetus is less than a human?

What boggles my mind is that we will waste millions of dollars to house criminals that should never be allowed back into society, and some say it is not our place to decide who lives and who dies. But didn't that criminal decide who lived and who died? Don't you decide who lives and who dies when you abort a fetus?

This is simply meant to be thought provoking, and I would like to hear some serious arguments.
