Is there any legitimate residential use for anhydrous ammonia?
I use the work as a janitor in a bottling plant, and the odor of anhydrous ammonia is noticeably (to me at least) distinctive from ammonium hydroxide cleaning solutions. Every now and then I catch a whiff of anhydrous ammonia in my apartment, coming from elsewhere in the building. There are no commercial or industrial buildings that use it within a mile of my apartment. I know cooking methamphetamine uses it, but is there any legitimate residential use?
Or should I call the police?

I can't think of any reason to have anhydrous ammonia around the house -- although I'm a little surprised that you can smell the difference between it and ammonium hydroxide cleaning solutions.
