it is a bit of both but I believe that the good benefits outweigh the negatives by a tremendous margin. The internet has allowed communications unlike we have never seen before and it has improved the quality of life for many people and has helped society move forward. That being said there are bad things with the internet that have caused many problems but even then it is because of malicious human acts that have used the internet for those purposes.
