Is this the beast that was dead but shall live again (in revelation)?
Scientists seeking surrogate mother for resurrecting Neanderthal from its DNA.
Its known that other species of humans are extinct (probably eaten by prehistoric cannibal humans).
Cannibalism was prevalent in earlier times (especially in Europe) so it is assumed that early humans species hunted each other for food (in many places monkeys are still eaten today).
So probably Neanderthals were eaten and became extinct.
However with scientists claiming to resurrect Neanderthal human from its DNA , it seems that the barbaric man will come alive and may even lead to a new arms race between species .
Implications?

The FALSE interpretation you have given is typical of unbelievers corrupt thinking.
The First beast in Revelation 13 has the following characteristics as well as
the beast that was dead and shall live again.
Revelation 13: The beast in Revelation 13:1 is the same as the “little horn” in Daniel 7:8.
13:2: Who gives the beast his power and seat? The Dragon (Satan)
13:5: The beast has “a mouth speaking great things” just like the little horn.
13:7: The beast makes “war with the saints “just like the little horn.
13:7: The beast has power over “every kindreds, and tongues, and nations.
Daniel 7:3-7: Daniel dreamed of four beasts. A Lion, Bear, Leopard, and a most terrible beast.
:23: A beast represents a kingdom.
:7-8: The fourth beast had “10 horns.” Then there came up among them ” a little horn”.
:8: The little horn had “eyes like the eyes of and a mouth speaking great things”.
:21: The little horn “made war against the saints, and prevailed against them”
The "beast" is none other than the Vatican (the ROMAN Catholic Church)
NOT the rank & file church goers, the hierarchy of the Vatican.

Implications?
Probably none. After 30000 years there is not much DNA left. And even if you get the whole DNA it will probably not be enough to make a living neanderthaler, if the methylation pattern is not preserved. DNA methylation is a crucial part of normal organismal development and cellular differentiation in multicellular organisms.
I also think that "beast that was dead but shall live again" is so vague, that it might be anything from a hibernating bear to an extinct species that contrary to expectations survived somewhere in the outback.

It might be a Greek named Anticus Epiphanies who has already died and is in hell now.
"The beast that you saw was, and is not, and is to ascend from the bottomless pit and go to perdition; and the dwellers on earth whose names have not been written in the book of life from the foundation of the world, will marvel to behold the beast, because it was and is not and is to come."
