Dial up your city mayor's office. Ask if city sent snowplow to your area. If not them thy will tell you immediately it wa county. Ask for county mayor or county manager office. Get from everyone as many phone numbers as possible. Depending on the city you live in it will probably be easy for you to get those numbers, since most of the time you get the run around so much that you end up by writing down a dozen phone numbers. And don't be surprised if at the end of the day the person or office you need to contact still does not show up among the dozen numbers given.

Meantime that you leave recorded messages and/ or are told to call back later, go ahead and have some photos taken of the mailbox. If there are any witnesses who were there that day tell them you're trying to have the problem fix and if they could put in a word for you.

If city or county are incapable of finding a number for you, go through the blue pages in your Yellow Pages book (it's actually found among the white pages) and dial up building and zoning and any other department which sounds to you like it will know something about the situation. Of course, you living in a snow region, I suppose there must be a particular department which handles the snow vehicle. Try them also, of course.
