YouTube Like/Dislike button has disappeared. Unable to like or dislike comments. DOT instead!!?

This is a screencap , the buttons are gone, i can still like the video but they disabled the comment button! What the hell happened? Is it because i use different accounts? Are they considering this as a spamming attempt??
THIS IS HAPPENING ON ALL VIDEOS REGARDLESS OF THE BROWSER (FF, IE, CR, ..) and all three accounts i'm using, might it be the cookies?

On the bottom of each and every page on YouTube these days is a Feedback Button. Use it, complain about lack of what your gripe is and get your friends to do so too. Google has and is the process of destroying YouTube. We need a class action lawsuit to get this rectified.
Complaining here on Yahoo Answers is not the correct place to be voicing these concerns.

Does it only happen on a single video? Then the video uploader simply disabled further comments and the ability to rate them. Otherwise try a different browser or device/computer and check whether one of your browser add-ons is causing this.

Yes it acquired old a very long time ago. I'm worn out of seeing individuals publish that. However then of path that is not the worst thing about youtube. The worst factor is that there are such a large amount of rude people who believe they may be able to simply put up something on there.

I see that sometimes. I'm pretty sure the person who uploaded the video blocked rating comments.
