96 Winstar could not turn off with Key,so to stop engine removed Neg.Batt. cable,didn't stop so I turned on lights,that worked,replaced Ignition lock,Battery was no good-Now when I start to reconnect Neg. cable loud click ,and lights come on,

The Lights "Relay" points maybe welded together during a powers spike that you created when you disconnected the battery, you may have had a large feedback currant from the alternator as you disconnected !?, lets hope it didn't fry your Alternator rectifier Diodes too.
