Because propaganda is not about good, its about bad..
Like for instance can evil ever be for good?..
You may say "yes it can", I'll ask "how is that so?", you'll probably say "by killing Hitler before he had all the Jews murdered", I would say "that's not evil, that would be good"..

People often do stupid things. Propoganda by definition is meant to deceive stupid people into falling for it.

how can CONFUSING someone's mind ever be "good", huh?
you want people have their own opinion, provide them with data. you don't want them to see the data? you're hiding something then and therefore you're bad.
