LT1 Camaro takes a long time to shift into second?

I know it goes threw all 4 gears. it just takes a unusually long time to shift into second then it shifts into 3rd and immediately into 4th. I took off the valve body and replaced the shift balls, the separator plate both actuators and the shift solenoids today. after I got it all put back together it shift into 2nd no problem at 2500 rpms and then its back to what it was doing.

It goes really high into the rpm range and I have to leave off the gas before it'll shift into second. then it jerks into second gear and then shifts fine into 3rd and 4th. but sometimes it only stays in 3rd for a few seconds and immediately shifts into 4th. I'm not missing a gear it just don't seem to want to shift at the right times. WTH is going on with this car I'm about to just sale it.

Update:

I know it was't a shift solenoid but I figures since I had them and was already down that far I may as well replace them. O its a 94 z28 but they only had the LT1 in the cars for about 4 years before they came out with the LS1.

Update 2:

also if it was a solenoid that was not working the computer would put the car into limp home mode which pretty much put it in second gear and stay there intill the computer is reset or the solenoids are replaced.

    Possibly an issue in the 2nd gear fluid part. Sounds like more along the lines of the hydraulic is taking to long to build up pressure. May be a leaking o-ring or seal of some sort. Wouldnt be an electrical part, usually will set a code. you failed to mention the year which the newer the car, the easier it will be to turn on the Check Engine Light. I would check to see if any codes are stored. I would have told you it wouldnt have been a shift solenoid. We know for fact those are working since it is shifting into all gears. If it were a SS, it would have issues in more than 1 gear
