There is a huge difference between a sick, lethargic rat, and a timid one. Search up symptoms ill rats display, and make sure it doesn't have any of those. If you think it is sick, it needs to see a vet.
When you first get your new rats, they will be terrified and excited about the new environment. For this reason, it is important to back off for the first few days, and give them about a week to adjust. If a rat is frightened, it will sit very still to camouflage. It will come out of its shell in time, be patient.

Each rat you come across will have a different personality. I have three rats. One is very outgoing and nosey. He has to know everything that's going on and be where ever I am. The second is a little trouble maker. He loves to adventure and do things he's not suppose to do. The third is one I've had for a few months and he's more shy and skiddish. He's scared very easily and is very shy. At first I thought something might have been wrong with him but that's just the way he is. Your rat could also still be getting used to his surroundings. Sometimes they have a bit of anxiety when going to a new home. Your family needs to give both rats equal attention. You need to get him used to being in contact with you and your family, and ignoring him won't solve that problem.

Rats are just different.! Your family should cuddle with the less active one, because it will be more still.! :p If your rat does not eat much something may be wrong. It could also be its getting used to the new setting.

Every animal has a different personality. When I first got my two gerbils, one of them was also more active than the other. It's perfectly normal! Just remember to pay equal amount of attention to both of them.
Hope this helped!
